In the G20 Delhi Declaration, member nations committed to a pro-innovation approach in regulating artificial intelligence, factoring in the risks posed by the technology. In July 2023, the G20 Conference on Crime and Security in the Age of NFTs, AI, and the Metaverse specifically called out the use of deepfakes by malicious actors as a rising concern.

This paper will first investigate possible contributions that an AI-based detector for deepfakes could
make to the challenge of responding to disinformation as a threat to democracy. Second, this paper
will also investigate the implications of such a tool—which was developed, among other reasons, for
security purposes—for the emerging European discourse on digital sovereignty in a global
environment. While disinformation is surely not a new topic, recent technological developments
relating to AI-generated deepfakes have increased the manipulative potential of video and audiobased
contents spread online, making it a specific but important current challenge in the global and
interconnected information context.

The US Military's Special Operations Command (SOCOM) is reportedly hoping to deploy deepfake-laden disinformation campaigns as part of its psy-op efforts, a SOCOM document leaked to The Intercept has revealed.

The leaked document is an updated SOCOM gadget-slash-weaponry wishlist published on February 15 by the military unit's Directorate of Science and Technology. In it, an addendum describes SOCOM's thirst to get its hands on new "advanced technologies for use in Military Information Support Operations" (MISO) — which, put simply, is the US military's propaganda and deception department.

U.S. SPECIAL OPERATIONS COMMAND, responsible for some of the country’s most secretive military endeavors, is gearing up to conduct internet propaganda and deception campaigns online using deepfake videos, according to federal contracting documents reviewed by The Intercept.

The plans, which also describe hacking internet-connected devices to eavesdrop in order to assess foreign populations’ susceptibility to propaganda, come at a time of intense global debate over technologically sophisticated “disinformation” campaigns, their effectiveness, and the ethics of their use.
